Selena Stockley
Executive Director
Selena Stockley serves as Executive Director of Pawnee Nation Behavioral Health, bringing more than 25 years of executive leadership experience in behavioral healthcare, organizational development, and community-focused service delivery.
Throughout her distinguished career, Selena has held senior leadership roles across behavioral health and recovery services, helping organizations expand access to mental health and substance use treatment, strengthen operations, and improve care for individuals, families, and communities. Her experience includes executive oversight of behavioral health operations, financial stewardship, compliance, strategic planning, team leadership, and community partnership development.
At Pawnee Nation Behavioral Health, Selena is committed to advancing compassionate, high-quality care that honors the unique needs of the communities the organization serves. She is focused on supporting access to culturally responsive behavioral health services, strengthening treatment programs, and helping individuals and families find healing, resilience, and long-term recovery.



Senior Business Development and Community Relations
Dustin Bailey brings nine years of behavioral health experience to his role as Senior Business Development and Community Relations Representative at Pawnee Nation Behavioral Health. As someone in recovery himself, Dustin experienced firsthand how compassionate professionals who believed in him helped change the trajectory of his life. Their support showed him what recovery could look like and inspired him to help others find the same opportunity.
Today, he is passionate about helping remove barriers to treatment and connecting individuals with care when they are ready to seek help. When Dustin began his own recovery journey, the obstacles to entering treatment were significant. That experience inspired his commitment to helping others access support when they need it, not weeks later.
Through his work in business development and community relations, Dustin is dedicated to building meaningful partnerships, increasing awareness of available services, and helping individuals and families find pathways to recovery and wellness. We are proud to have Dustin on our team and grateful for the lived experience, compassion, and dedication he brings to helping individuals and families find hope, healing, and recovery.

Clinical Director
Whitney Louis serves as Clinical Director at Pawnee Nation Behavioral Health, where she helps guide clinical services that support individuals and families navigating substance use and mental health challenges. Her work is grounded in compassion, resilience, and a deep belief in each person’s capacity for healing and change.
Whitney’s path into behavioral health has been shaped by both personal and lived experiences. She has witnessed firsthand how trauma, addiction, adversity, and life circumstances can affect individuals and families across generations, as well as how recovery can transform lives. Those experiences strengthened her commitment to helping people navigate difficult seasons, recognize their strengths, and find a path toward healing and recovery.
As Clinical Director, Whitney is passionate about supporting meaningful transformation in the lives of the individuals served at Pawnee Nation Behavioral Health. She values the opportunity to help clients build stability, find hope, and move forward in recovery, while also fostering a treatment environment rooted in compassion, respect, and connection.
Family Nurse Practitioner and Psychiatric Mental Health Nurse Practitioner
Victoria Maderazo is a Family Nurse Practitioner and Psychiatric Mental Health Nurse Practitioner at Pawnee Nation Behavioral Health. She is passionate about supporting individuals through some of the most challenging periods of their lives, with a focus on psychiatric care, substance use treatment, and whole-person recovery.
Victoria was drawn to behavioral health work by a desire to help individuals build stability, improve functioning, and navigate recovery with the support they need. She understands the significant impact mental health conditions and substance use disorders can have on a person’s well-being, relationships, and quality of life, and she values the opportunity to walk alongside patients as they make meaningful progress.
What Victoria finds most rewarding is seeing transformation over time, from the first steps of treatment to the rebuilding of stability, connection, and hope. She believes that progress is not always linear, but that small steps can lead to meaningful change, and she is committed to helping patients move forward with compassionate, supportive care.
