Executive & Clinical Director, Pawnee Nation Behavioral Health

Richard Failla is a seasoned behavioral health executive and clinician with over 20 years of leadership experience in hospital administration and clinical operations. As Executive and Clinical Director at Pawnee Nation Behavioral Health, Richard brings a deep commitment to advancing quality care and improving behavioral health outcomes in the communities he serves.

Richard’s career includes a range of high-impact leadership roles across the behavioral health continuum. Prior to his current position, he served as Director of Operations at Counseling and Recovery Services of Oklahoma, where he led a multidisciplinary team of licensed professional counselors, clinical social workers, and care coordinators. He was responsible for overseeing all clinical services, staffing, recruitment, and supervision of both clinical and medical personnel.

Richard holds a Master of Science in Applied Behavioral Studies from Oklahoma State University. He is certified in Marriage and Family Therapy and holds active licensure as a Licensed Clinical Professional Counselor (LCPC) in Kansas and a Licensed Professional Counselor (LPC) in Oklahoma.

A transformative leader with a passion for clinical excellence, Richard Failla continues to drive innovation, operational success, and person-centered care across the behavioral health landscape.

Program Manager / Business Development Representative

Brian Kirk serves as Program Manager and Business Development Representative at Pawnee Nation Behavioral Health, where he plays a vital role in advancing the organization’s mission to provide compassionate, culturally grounded care. A driving force behind the development and success of the Behavioral Health program, Brian combines his background in community engagement, program leadership, and cultural advocacy to strengthen services that support healing and wellness across Native communities.

Brian was instrumental in bringing the Pawnee Nation Behavioral Health facility from concept to reality, a six-year journey from planning to the ribbon cutting. His leadership and vision helped create a space built by and for the community, reflecting Native values, traditions, and the shared goal of holistic wellness. Today, he continues to guide program operations, outreach, and partnership development to ensure that every individual seeking help is met with dignity, respect, and hope.

Deeply rooted in his culture and faith, Brian approaches his work with empathy and purpose. He believes that true recovery begins with connection to self, to others, and to the community. His commitment to person-centered care is matched by his belief in the transformative power of patience, compassion, and perseverance.

 

For Brian, helping others heal is not just a profession, it’s a calling to create lasting change for individuals, families, and future generations.
